Onderdeel van het aanvullende steunpakket voor de culturele en creatieve sector is een regeling voor het behoud van het varend erfgoed, de zogenaamde bruine vloot. De regeling is een aanvulling op de TVL en betreft de voor de bruine vloot onvermijdbare variabele lasten. Voor de vormgeving van de regeling is waar mogelijk aangesloten bij de systematiek van de TVL.
De subsidie is bedoeld voor in Nederland gevestigde mkb-ondernemingen, die in het handelsregister zijn ingeschreven onder de SBI-code 5010, 5030 of 9103 of die activiteiten verrichten die onder deze codes vallen. De onderneming dient eigenaar te zijn van een historisch zeilschip, waarvan de kiel is gelegd in 1971 of eerder en dat wordt gebruikt voor de passagiersvaart. De regeling geldt uitsluitend voor private ondernemingen. De subsidie wordt bepaald op basis van de omzet in de referentieperiode, het omzetverlies in de subsidieperiode, het percentage vaste lasten en variabele lasten en het subsidiepercentage.
Om in aanmerking te komen voor subsidie moet een onderneming ten minste 30% omzetverlies hebben. Het omzetverlies wordt bepaald door de omzet van het tweede tot en met het vierde kwartaal van 2020 te vergelijken met dezelfde periode in 2019. Om aanspraak te kunnen maken op de subsidie moeten de vaste en variabele lasten van de onderneming meer dan € 1.000 bedragen. Overeenkomstig de systematiek van de TVL worden de vaste en variabele lasten bepaald door de omzet in de referentieperiode te vermenigvuldigen met het omzetverlies en met het vaste lastenpercentage plus het variabele lastenpercentage. Het aandeel van de vaste lasten in de omzet is bepaald op 43%. Het aandeel variabele lasten in de omzet is bepaald op 30%. Het subsidiepercentage bedraagt 50. Het subsidiebedrag kent een bovengrens van € 124.999 per onderneming.
Aanvragen kunnen worden ingediend van 29 juni 2021 tot en met 24 augustus 2021. De subsidie wordt direct vastgesteld, zonder voorafgaande beschikking tot subsidieverlening. Het volledige subsidiebedrag wordt direct uitgekeerd. De uiterste datum van subsidievaststelling is 31 december 2021. Na deze datum vervalt de regeling.
